About the Speaker:

Professor Charles WESSNER
Professor, Global Innovation Policy
Georgetown University, United States

For two decades Dr. Wessner served as the Founding Director of the U.S. National Academy of Sciences Technology, Innovation, and Entrepreneurship Program. Dr. Wessner is recognized internationally for his expertise on innovation and his support for the development of entrepreneurship and new technologies within different industries, universities and government administrations. Wessner has served as advisor to the thirty-nation OECD Committee on Science and Technology Policy, as a member of the Canadian Council of Academies’ Expert Committee on Science and Technology, as advisor to the national technology agencies of Finland (TEKES) and Sweden (VINNOVA), and as innovation advisor to the prime minister and to the minister of Research and Education of the Czech Republic. He has advised countries and international agencies on how new technologies can address global health, climate, energy and security challenges, and his work has addressed economic growth, entrepreneurship and public-private partnerships. Reflecting his commitment to international cooperation, he was named an Officer of the Order of Merit by the President of France.

Policy makers around the world recognize that the capacity to innovate is the new currency of international competition. Effective innovation policies are a key component of the nation's competitiveness. Comprehensive innovation policies often provide essential support to the entrepreneurial activity that creates new ideas, new products and new processes, and then brings them to market. Policy makers face complex choices about funding for universities, applied research programs, support for small businesses, or investments in new energy technologies and health.

America's international competitiveness is based on its capacity to innovate new services and new high technology products. While innovation is often thought to result from the operation of a free market, a view common in the United States and elsewhere, markets alone do not drive innovation. In fact, government plays an instrumental role through its investments in entrepreneurial universities, in mission-driven R&D, and in substantial and sustained support for innovative companies through a variety of programs and policies. Dr. Wessner will describe some of these best practice policies and programs from around the world with a particular emphasis on the U.S. experience.
